1. General Business Establishment
To establish a cooperative or cooperation as a legal entity, we need at least 20 starting members (for primary cooperatives) and a Cooperative Establishment Deed. This document is made by a Notary registered with the Ministry of Cooperatives.

a. Preparation of Cooperative Establishment Deed

The Cooperative Establishment Deed contains the Articles of Association and information relating to the establishment of the Cooperative, such as:

List of founders' names
Name and place of dwelling
Purpose and objectives and line of business
Statements regarding membership
Statements regarding the Members' Meeting
Statements regarding management
Statements regarding capital
Statements regarding the period of its establishment
Statements regarding the distribution of the remaining income from the business
Statements regarding sanctions.

b. Submission to Ministry of Cooperatives

The Establishment Deed is then submitted in writing to the Minister to obtain approval as a legal entity. Additional documents are needed in order to obtain approval, such as: cooperative member list book, board list book, Cooperative initial balance, and an excerpt of minutes of the establishment meeting.

Documents that need to be taken care of are:

Two copies of the cooperative establishment deed, one of which has sufficient stamp duty
Minutes of the cooperative establishment meeting, including the granting of power of attorney to apply for ratification if any
Letter of proof of deposit of capital, at least equal to the principal savings
Initial plans for cooperative business activities

c. Business License and Operational Permit
After obtaining approval, the cooperative must also apply for a business license and operational permit in accordance with the field and business activities of the cooperative. The applicant can apply for the permit by entering the Cooperative Legal Entity Legalization Number on the OSS website.

2. Cattle Specific Business Establishment
After we are done with the standard permits, we can register for the permits specifically for the livestock business. Here are the permits needed for establishing a livestock business :

Permit for the Entry and Release of Genetic Resources
Permit for import and export of animal and plant-based feed ingredients
Registration of Agricultural Machinery Equipment
Registration of Animal Feed
